At first glance, I thought it was J.B. Pritker. Looking closer, I see that this is Joe Ligotti and, although he is still around (but his website "theguyfromboston.com" is now defunct), this video has been making the rounds for quite some time. I remember seeing this exact video probably over ten years ago. To me, this guy was a rip-off of "The Kid from Brooklyn", who I actually liked. You can see him here with his famous "Bat Day" rant:
