Can I claim Ukraine as a dependent just asking for a friend of mine

Ukraine launched their big offensive 13 days ago. So far they are stuck in Russia's buffer zone and haven't even made it to Russia's 1st defensive line. They have lost thousands of troops, hundreds of tanks and armored vehicles and yet are urged to go forward to their demise by the west. Russia had forewarning of this so called counter offensive since last August and has used those months to fortify their positions. Ukraine simply does not have the manpower or the force necessary to break thru.

This proxy war isn't going to work like the U.S. and west wants and that is the reality. Europe is already feeling the pinch as far as energy supply goes and the most powerful member of the EU, Germany, is in a full recession. This coming winter is going to be a harsh one for the members of the EU. Meanwhile, Russia has increased their trade with 2 of the biggest markets in the world, China and India, and those 3 are about to deny the U.S. the global market trade in U.S. currency by starting their own along with Saudi Arabia, UAE, South Africa and many other countries. Even France wants to be invited to the Bric summit. Short of nuclear war there is nothing the U.S. and the west can do about it. So much for the elitists dreams of a new world order.
