Here's a solution.

Israel should declare that:

1) The Palestinian National Authority has been irresponsible in its governance of Gaza - allowing this to occur;

2) 60 days hence Gaza will be considered a war zone.

3) All civilians should leave the area within that time.

4) The international community is encouraged to take them in (and keep them for that matter).

In 60 days:

1) Kill everyone remaining in the sector

2) Place it under Israeli governance.

3) Strictly control anyone seeking to enter the area.

Rinse and repeat as necessary.
