Its true that marriage at 12 is not only legal, but normal in some countries in Africa / the middle east. An english woman in Namibia doing aid work had her 11 year old daughter abducted, married off and becomming sexually active before they could get her back, and the people who did it were charged - with fiscal crime for avoiding a dowry.
