Within seconds of the shots being fired, Officer Berg saw a man, Ranses Vacramontes Vargas, wearing dark clothing, and what appeared to be a firearm in his hand, quickly emerge from between two parked vehicles.

So a man runs behind a civilians truck, doesn’t fire or point his weapon and the cops decide to mag dump the truck? They are the danger to the community. Reckless discharged of a firearm causing grave bodily injury is the charge.
