Maybe I'm overthinking this but... If you knew your enemy had a literal army of drones working overtime to make surgical strikes against individual targets why wouldn't you respond accordingly? Employ long range snipers to shoot down drones from a distance, and then issue shot guns to the infantry to shoot down drones that come within range? Travel openly only at night and/or in deep cover where drones cannot reach?
