Paris, France February 3, 2025- Soufiane Ourraoui, 37, without explanation, killed François Lukaya-Nseka, 27, father of a 2-y.o. Ourraoui, presumedly a Muslim Moroccan, 37, was arrested. In 2012 he was charged with attempted murder but freed due to insanity. In 2015 he shot a man dead for not giving him a cigarette and went to an insane asylum.
