Just run them over. Do not slow down. Then stop and tell cops you did not see them standing in the road. If you choose to stand in the path of a moving vehicle and the driver does not see you or can't stop in time, that's on you, not the driver. If I ever encounter this, I will do just that. Don't flee, call cops and show how much grief you feel for what happened. Then go home and laugh about it.

There should be a separate crime of obstructing a roadway or other passageway with the intent of impeding public transport.

It should have a high penalty.

If they really punished these people, instead of doing "catch and release" this tactic would quickly end.
