In the late 2000's HUD started building section 8 housing complexes everywhere. Then they had the authority to redraw the voting boundaries based on the changed demographics. Salt every community with low income blacks in high density housing, then more likely to have Democrat majority rule everywhere. While some complexes are for seniors only, generally if you see these huge complexes going in near you, it's damn near guaranteed crime will follow. And higher taxes to subsidize them.

Years ago I "found" a 100 page HUD document outlining the whole thing.
