They need to make an example of this fucking psychopath. To wake that guy up he was performing a sternum rub, an extremely painful procedure used by EMTs, police officers, ect. to see if someone is conscious. It's typically done with there knuckles and not very hard, while this guy used his metal flashlight as hard as he could. It's alarming that he even made it past his psych evaluation. A fucking disgrace of a human being.
