But the video clearly shows that these boys weren’t running away. They actually appeared to be trying to set him up. The lifeguard will only have a case if the boy who was first shot had a gun in his bag. It sort of looked like he was reaching in his bag to grab a gun, but it also looks like he was meeting up with the chick. It also looks like the second teen that was shot noticed the shooters gun at the last second and points to it. It might be entirely possible that the shooter was just being too paranoid. He should have waited to shoot until he saw an actual gun, and not two boys he assumed were carrying guns.
