Problem is, police is clearly not there to protect and supervise the good conduct of society but to investigate basically. And whilst this argument might make sense for some I come from a time and place where police was patrolling the whole city between 22:00 and 6:00. Non stop, all over the place. Close to no crime committed during these hours outside of random arguments in pubs and family matters in their own household.

And no, it didn't look "over policed" or "people felt they had no freedom" etc. And this is coming from a guy that used to spend nights out doing fuck all. Yes, you get interrogated once or twice, then you make friends with them, and that's that. But at least it was safe to be out.

A random town/small city can easily get enough money to hire private security to patrol the city.

These people can also do other jobs, like cab services, help with catastrophes relief etc. You feel a bit weird to walk home, hire them. You have no money, they will give you a lift for free (subject to personal interactions and case by case - like destination based, to avoid people using them for free rides). Merch. Find a catchy name for this org and capitalize on it. Use the money to improve or cut down on the citizen cost.

Transparency. Body cams, regular unannounced audits. Every interaction note worthy is logged, preferably by AI. All of these people should be armed.

They should be well trained and all have mandatory hours in the gym every week. No more fat pencil pushers. Patrol on walks only if and where possible. Keeps you in shape, makes you human and approachable.
