I have seen a tanker truck lying on its side leaking fuel onto a road in Tanzania, with dudes standing around casually smoking as they watched people gathering with pots and buckets to collect the fuel. I got the impression they knew not to light a cigarette but smoking one wasn't going to lit any fuel. But I could be wrong. I didn't stick around
