Sacramento County OIS | November 5, 2023 | Interstate 80 / Greenback Lane INCIDENT OVERVIEW On November 5, 2023, at approximately 12:20 p.m., a high-speed vehicle pursuit on eastbound Interstate 80 near Greenback Lane in Sacramento County, California, culminated in a violent crash and officer-involved shooting (OIS) that left one civilian critically injured and one suspect fatally wounded by law enforcement. PURSUIT INITIATION & ESCALATION The incident originated when a California Highway Patrol (CHP) solo motorcycle officer attempted to conduct a traffic stop on a vehicle operated by Zachary Wolffscott, 36, of Oakland, California. Wolffscott refused to comply and fled, triggering a multi-agency pursuit. Sacramento County Sheriff's Office (SCSO) deputies joined the chase as the suspect accelerated to speeds reportedly reaching 122 mph on the Interstate 80 corridor — posing an extreme and imminent danger to all motorists in the area. CRASH & CIVILIAN CASUALTIES The pursuit ended abruptly when Wolffscott's vehicle violently collided with an uninvolved civilian motorcyclist traveling in the same direction. The victim was operating a 2021 Indian Challenger and had been riding alongside a companion on a Harley-Davidson in what witnesses described as a routine recreational ride. The force of the impact ejected the civilian rider onto the roadway, inflicting severe, life-threatening traumatic injuries including: 11 broken ribs Broken left knee Bilateral clavicle fractures Fractured hands Extensive soft tissue bruising The victim was transported by ambulance to an area hospital, where he was admitted to the Intensive Care Unit (ICU). He remained hospitalized for 10 days before ultimately surviving his injuries. OFFICER-INVOLVED SHOOTING (OIS) Immediately following the crash, Wolffscott exited his vehicle armed with a large edged weapon — described as a large knife. He advanced erratically toward the downed, injured, and defenseless civilian motorcyclist in what officers on scene assessed as an imminent, active deadly threat. Show more
