The guy is telling her, "don't you move,we have an ambulance on the way darling". Instead of asking who the fuck pulled all of this shit, they are too busy asking the "911" qualifying questions, who are you, how old are you and where do you live. I'm guessing it is because people don't carry I.D. because they don't want anyone to know who they are or can't afford it.
