That appears to be in China. Lived there five years. The new middle class (as of 18ish years ago) are buying up cars. Many of them however, pay money "under the table" and don't actually ever take a driving test, written either. I would see people driving up on sidewalks to avoid traffic, bumping into cyclist, mopeds, motorcycles on purpose to make them get out of the way. In China, if you have a car, the idea is, "you are better than the people without" and they treat people that way. I now live in Hawaii; lots of Asians from all countries here, and I promise you, The Chinese, the Koreans are the WORST because they think they are still in their country, where the "lesser driver" isn't important. I can't tell you how many times I have nearly been run over in a cross walk by a middle aged Korean or Chinese lady in a BMW or Mercedes. I got a cop to stop two of them before however, and that ROCKS! :D
