This video was taken out of context. We have no basis as to why this suspect is being arrested. The fact that he failed to follow the instructions of a police officer allows the officer to place the individual under arrest. Continuing to NOT follow the police officer's instructions allows the police officer to apply 'graduated' measures to render the suspect incapacitated for further processing. All the tool had to do is lay face down on the ground with hands out to their side with their palms up and allow the perpetrator to be subdued and he would probably not end up with so many bruises. I know this action personally; so long as you do not pose yourself as a threat and follow the police officer's instructions to the letter, we all go home (eventually) unbruised...
