I don't know what happened prior, but she WAS running from him, so....sorry, not sorry.
Its too bad this had to happen, but the officer was justified in this tasing. If an individual runs from the police, they are allowed to use any non-lethal (and sometimes lethal) means to effect the arrest. Check out Tennessee v. Gardner on google regarding deadly force in the event of a pursuit.
