Luden, we get a lot of that in this state, especially in Atlantic City. Wait for the pedestrian crossing signal to turn yellow and they jump off the curb and then slowly stroll across the street, usually on their phones. It's a control thing.
A few years back in one week an amblamp took out two or three and a garbage truck took out four. Now when traffic begins to move they pick up their pace.
