In some of these Asian countries (definitely in China), when you hit and injure someone in traffic, you will have to pay life-long medical expenses and loss of income, of the person you injured. If you hit and kill a person, you're fined just once.

That is the reason why there are so many of these clips where people drive over the same person again: to make sure they're dieded dead. Even when the accident wasn't the driver's own fault.
