Seen similar footage where black african got zapped with high voltage and fell down about 30-40 feet right on the ground. He survived and was walking but had the same thing as here - black sking hanging off, revealing white-ish skin.

Anyone knows why blacks are white underneath? And if this is so then why don't they peel off that blackness to blend in?

They blame their skin colour for all their failures and it seems they got instant solution to this problem.
