lol I know europe is a continent and you know damn well i meant european governments. and you keep changing your arguements governments don't make cotributions to science and medicine doctors and scientists do. governments contibute laws policy and administration which strangely you keep saying doesn't apply. and awww look how the poor baby gets all upset when i criticize the usa, your best example of a white government, do you realize that the united states constituency is made up of people of all races including black people and so is the government, alan keyes, condoleeza rice, colin powell, clarence thomas do any of these names ring a bell? and besides your missing my point your taking what could easily be a blanket statement and putting the word black in front of it that's like saying black doctors can't cure cancer or black scientists can't find a decent alternative energy source. your such a fucking hypocrite your telling me i'm condemning entire countries as failure based on social problems or faults.... well that's your entire argument you jackass, you made the statement about failed governments so the burden of proof is on you let's see examples of failed governments that have nothing to do with policy social problems and administration i'm curious about what your criteria is to judge a successful government is it the choice of colors for the flag?
