Only the South Australian government has made this a requirement. This only affects people traveling to the city of Adelaide.
The South Australian government has done this so that people can quarantine at their own home instead of in a hotel. Prior to this, South Australian people returning from interstate or overseas had to quarantine in a hotel. The people quarantining had to pay for the cost of the hotel room. This is also about lowering the cost of quarantine for travelers.
