That was me when i painted a house (exterior) but the other way round though as the engine ran out of fuel & i was stuck in the air, sky until the engine was filled for an hour 80ft up blowing in the wind.
Although the outriggers are a factor, I would venture to say he had too much weight, his boom extended too far, and the boom at too low of an angle. Whats funny is that looks like a fairly new machine and most of them have safety devices that will cut off the controls before you get into a situation like that. You have no hold down the override switch in order to fuck up.
