This is on the Chitral River, named Kunar River in Afghanistan (where this was probably taken). Most likely Iraqi since they look whiter, but can't find any source that specifies who these men are. The stuff they are carrying are sacks/inflatables, possibly to float on whilst crossing/riding this river. Alternatively, for oxygen (or both). I imagine these are attached to their waists, judging by the weird positioning, you would expect at least one of them to carry it under their arm.
