I wouldn't be surprised if they didn't even charge countries like China and those claims were just to lay the foundation for the new framework that will exist after the war. They much rather China get their oil from somewhere else impacting the global price of oil even more. Iran's weapon is the Strait of Hormuz and the global economy is their target. Trump knows blocking all traffic will hurt oil prices even more, but this isn't about strategy. For him it's about the appearance of strength.
