If they want it crystal clear with no bio diversity then it needs to be filled with chlorine like any outdoor swimming pool......
Personally I think it should be full of fish and shrimp species and let it attract swans and geese and ducks.
People of any side , can buy fish food and bird food from the gift shop and feed the birds whilst having an afternoon picnic.....
They can feed the birds, reflect on Lincoln and just enjoy being in the capitol for a few hours....... That's what I'd do......
