if you tattoo a clown in Brazil, it means you're a cop killer, so he got a free service.
Since no capt showed up to explain wtf is going on, allow me. This guy, like most cop-killers do, had a clown tattoo on his back and the caption mocks him by suggesting he is going under some kind of skincare treatment, performed by the Military Police (which in Brazil is not the police of the army thou). So a cop killer getting his street-cred stamp removed.
