I think I have a pretty legit theory. Third world countries has a population that lives in the moment and cannot think 10 20 30 seconds ahead, . And yes, sure, first world shit holes have the same problem but not 95% of the population! But that’s why there are rules and regulations and laws pertaining to driving which have near “zero” tolerance. But in a country where there is hardly any taxes where everybody is broke because only a few people have control of the country’s industry and manufacturing and production AND/OR the government officials pocket whatever money they can from bribes and people’s taxes; their government also lives “in the moment” just like near everyone that lives there…. which turns the country into a shit hole
