US cops simply wanna play with their toys and shoot people. Most are wanna be tough guys that don't have the courage to be in the military, or don't want to deploy for extended times, so they put on their green tactical uniforms with lots on nylon straps (fetish), get their high and tight haircut, helmet, M4, and want to play war outnumbering some civilian (who they are supposed to also protect - even from himself) 15:1 that is armed with a small knife and who they are approaching (he's not close to them).
"Dude, we have that bunch of expensive fancy shit getting dust right there, we gotta use it. I heard a skinny dude is roaming around with a knife, I think it's the perfect situation for it. Get the keys!"
They had an ARMORED DOZER present and still couldn't bring the guy in without fatally shooting him? Come on. No one supports a guy who was going to stab a dog, but think of the sheer volume of taxpayer dollars expended here for what the system considers the most undesirable result.
