If they tase him and falls, rotating his body, that is likely involuntary. He probably did not point the weapon with the intent to shoot.
But... It's the US and our trigger happy hero's in blue that are concerned about officer safety 3:1, with body armor, and not having been shot at, I guess had to shoot him 30 times, "just in case."
