The last one is NOT ASKING FOR IT . He's trying to KEEP IT . Chinese cops have been given the power to basically steal ppl mopeds .. why you see the other cop trying to keys to start the moped .as the owner has been stopped and told his moped is faulty unsafe wrong colour only has two wheels so the owner has to pay the cop a fixed it fee which the guy I guess can't affored or not wanting to pay so once they take the moped off him there taken to a dump and either crushed or just sit there rusting away .
