1 - 50% scum (minor theft, who cares, get security, stomp their fucking heads)
2 - 91% scum (worst one for obvious reasons)
3 - 12% scum (a bit of piss, not the end of the world. Developed countries need to learn to offer access to public toilets)
4 - 70% scum (every driver that sees a puddle, people on the sidewalk and do not slow down, need to be in prison, period. If you escalate it beyond that, you lose a limb)
