The title is really exaggerated; I didn't see anything as reckless as the video describes! It's true that they were doing wheelies, but they were going at a top speed of 30-40 km/h.... Practically as if they were riding bicycles!
They certainly weren't respecting the rules, but treating them like criminals seemed really exaggerated to me.... but in America, the "Wild West" is now a distant memory; they've evolved into "Star Wars"....
